In the field of local government and community development, ACCESS Association has been working for the development of the Roma population providing help for the initiatives of Roma groups and organizations, which have the potential to put forward solutions to their social and economic problems, and thus contribute to the transformation of their communities.

ACCESS Association provided direct technical assistance in the areas of programme development and mission statement, fundraising for different Roma foundations in various parts of Bulgaria, as well as for the Roma Theatre. The Association also took part in the nomination of Roma representatives for USAID internship in the U.S.

In 1994, ACCESS set up a Roma Social Bureau in Sofia offering a variety of information, consultation, and training services provided by Roma individuals to people from their community. The programme of the Bureau focused on civic education of Roma citizens to empower them with knowledge and tools for better communication with the public administration.
