The authors’ intention is
to come up with a workable strategy of activities and cooperation that
would ensure the survival of the reform agenda within the civil society,
and to stimulate civil society and NGO development; implement the strategy
in a cooperative and networking way on the ground; make it available to
NGOs, business, media and even government institutions (in spite of the
overt hostility of the Socialist Cabinet to civil society development at
the time this report was being prepared), as well as to international
organisations and funders. The emphasis is on practices, rather than
texts; and this Report is a tiny, albeit final, outcome of the process
that lasted for two years. Indeed, it has carried on to this day, beyond
the project's finishing date, for a very simple reason: the reform agenda
and civil society continue anew. |
