Evaluation of the Role of the Bulgarian Institutions Engaged in the Implementation of the PHARE Civil Society Development Programs

The main goal of the project is to compile a report of NGO representatives’ assessment of the role of Bulgarian ministries, agencies, and institutions, participating in PHARE-related activities, their evaluation of need, preparing application documentation preparation, and cooperation with civic organizations. This assessment would be studied and analyzed in order to facilitate the relationships between the institutions involved in PHARE-related programs (ministries and agencies) on the one hand, and NGOs on the other.

The project will include the following activities: 1) Assessment and analysis of PHARE programs and their implementation procedures from the point of view of institutions and experts working in that area and 2) Assessment and analysis of PHARE programs and their implementation from the point of view of non-governmental organizations, which have submitted project proposals to these programs.

The report will contain conclusions based on analysis and evaluation that have crystallized during the implementation of the project. It will be forwarded to the European Commission Delegation in Bulgaria, Coalition 2000, and Bulgarian NGOs.
